Compare a reduced tuition rate with conditional grant support. Check residence, entering cohort, fees and the full cost of attending the named institution.

Where to start

STEP 1

Confirm the correct tuition category

Read the residence and entering-cohort conditions on the record, then verify which published rate applies to you.

STEP 2

Add the remaining charges

Keep fees, books, housing, food and travel visible alongside the lower tuition amount.

STEP 3

Compare your confirmed aid

Ask the college how the reduced rate interacts with the aid offered to you, then build a budget from those confirmed numbers.

NC Promise Tuition Plan

Low cost

What the source says it covers

At the four participating campuses, undergraduate tuition is $500 per fall/spring semester for in-state students and $3,500 for new out-of-state students. WCU’s reviewed 2026–27 guidance retains $2,500 for qualifying continuously enrolled earlier out-of-state cohorts; part-time and summer charges need a per-credit check.
As of Oct 16, 2026 · Western Carolina University ↗

An important condition

Enroll as an undergraduate at Western Carolina, UNC Pembroke, Elizabeth City State or Fayetteville State. The NC Promise rate does not apply to graduate programmes; WCU includes new, returning, transfer, full-/part-time and online undergraduates.

Before you commit

NC Promise reduces tuition; it does not make the full college bill free. WCU’s sample residential budget includes additional fees, residence and meal-plan charges, and the school says annual attendance costs fluctuate.

Colorado College Opportunity Fund

Low cost

What the source says it covers

COF provides a stipend toward tuition for eligible in-state students at participating Colorado institutions. Create the COF account and authorize your college to claim it; no current per-credit dollar amount is asserted here.

An important condition

At a participating public institution, be classified as in-state for tuition, apply for COF, authorize payment and take courses that apply to your undergraduate degree.

Before you commit

The stipend is not automatic: without the account or authorization you can be responsible for the tuition share plus the stipend amount. It is not a promise that all tuition and other expenses will be free.

Western Undergraduate Exchange (WUE)

Low cost

What the source says it covers

Qualifying students pay no more than 150% of the participating institution’s resident tuition rate for eligible undergraduate programmes. WUE reduces tuition; it does not make college free.

An important condition

Be a resident of a participating Western state or territory and choose a participating institution in the region. The official page lists the eligible jurisdictions.

Before you commit

This is a reduced tuition rate, not a scholarship or a promise to cover room, board, books or supplies.

Questions before you apply

Is a reduced tuition program a free-college program?

Read the published charge and cost label. A lower tuition rate can still leave tuition and other expenses to pay.

Why does the entering year matter?

Use the program’s actual cohort and award-year instructions; do not apply a continuing-student rate to a new entrant without confirmation.
