Foster Youth College Aid: Waivers & ETV Applications

Foster-youth funding depends on the care history, jurisdiction, study and programme. A state tuition waiver and an Education and Training Voucher can cover different costs and require separate approval. Washington’s reviewed ETV application includes annual and term documents, Pell/progress conditions and specific entry/continuing routes. Use the actual state programme and year, and distinguish a priority date from whether late applications still have funding.

Washington Education and Training Voucher (ETV)

Can help with approved college/vocational education and living costs, based on attendance cost and unmet need after other aid. Awards vary; no fixed current maximum is established in these reviewed materials.
As of Oct 16, 2026 · Washington DCYF ↗

Condition to check first

Meet a named foster route: current state/tribal dependency/care at 15+, age 18–20 exiting at majority, or age 15–20 leaving Washington/tribal care at 15+ for adoption/relative guardianship. Other-state care can require review.

Application timing

2026–27 priority deadline: April 30, 2026. Later applications are reviewed only as funds allow; this is not a verified final closing date. Renew/apply for the correct year and term.
DE · LOCAL SCOPE

Delaware SEED at Delaware Tech

At Delaware Tech, SEED pays the tuition gap after applicable grants/waivers for eligible degree, credit-certificate or workforce-training study. Fees and books are excluded; up to ten continuous semesters are available under programme rules.

Condition to check first

Meet Delaware Tech admission and in-state residency requirements. Applicants aged 25 or older must document five consecutive years of Delaware residency before enrollment.

Application timing

Delaware Tech recommends financial-aid filing by the annual April 1 priority date. Apply early and complete all requested forms; no single year-specific final SEED deadline is established here.
OR · LOCAL SCOPE

Oregon Promise Grant

For 2026–27, full-time/full-year awards range from $2,280 to $4,716. This is last-dollar community-college tuition support after Pell/Oregon Opportunity Grant, up to the average 12-credit tuition calculation, not a full living-cost award.

Condition to check first

Be a recent Oregon high-school/GED completer with unweighted cumulative high-school GPA at least 2.0 or at least 145 on every GED test, and ordinarily 12 months Oregon residence before college; a dependent student’s parent(s) must also live in Oregon.

Application timing

Deadlines roll by high-school/GED completion date, and usually require applying during senior year or immediately after GED completion. The captured page closes the older cohort and announces October 2026 for the new July 2026–June 2027 cohort; use OSAC’s deadline tool for your case.

Where to start

STEP 1

Match care history and jurisdiction

Check the state/tribal or out-of-state-care branch, when care ended, adoption/guardianship history and whether the learner is an initial or continuing recipient. A general foster-youth label does not qualify every state benefit.

STEP 2

Complete the separate programme application

FAFSA and a campus aid request do not automatically submit ETV or a state waiver. Use the correct new/renewal form and requested care/college/aid documents, then ask the programme team about current funds and the next term.

STEP 3

Maintain term eligibility and access support

Washington ETV requires continuing progress and current term documents, including a spending plan. Notify the team about enrollment/aid changes; ask for disability-related communication/form help if needed. Avoid stacking aid beyond the actual approved need calculation.

Questions before you apply

Did the ETV priority date permanently close the 2026–27 programme?

The reviewed form says later applications are considered on a funds-available basis. That is different from a verified final closing date. Ask the team about the intended term and current allocation before relying on an award.

Does the shared WASFA question prove ETV eligibility for every undocumented applicant?

No. The form also covers Passport to Careers, while its ETV agreement names Pell. Ask the ETV/Passport teams which separate programme and documentation apply; do not transfer one branch’s rules to the other.

Does FAFSA alone renew ETV?

The reviewed programme requires its own annual renewal and participation documents, plus term-specific evidence/spending steps. Keep checking requests after submission; eligibility approval and actual disbursement are separate.
