What it covers
Pays eligible tuition, mandatory fees and Council-approved academic-programme fees after other eligible federal/state aid. At eligible public/nonprofit bachelor’s institutions, the statutory cap is average community/technical-college tuition and mandatory fees; not every school bill is covered.
Income / financial rules
The award is calculated after other eligible federal/state aid and requires the FAFSA. These sources do not establish a universal income cutoff; declining another eligible grant does not preserve a larger WV Invests award.
Who to check first
Be a U.S. citizen/legal resident under current law and a WV resident for at least one year before applying; current student guidance uses citizen/eligible-noncitizen federal-aid status. Complete secondary school or the documented equivalent; under-18 secondary-school completers can qualify.
Application timing
April 15 is the annual priority date, not a final cutoff: the FAQ permits later rolling applications. Apply at least two weeks before the term and finish note/verification requirements before it begins; use the correct summer-first award year.

Check your eligibility

Some items describe alternative routes rather than requirements for everyone. Use the route that applies to you as a preparation checklist; the program makes the eligibility decision.

How to apply

  1. 1
Check the official participating-college and eligible-programme lists before enrolling; prerequisites outside the approved programme are not funded. Resolve federal student-loan default before the award.
  2. 2
Complete both FAFSA and WV Invests application annually. Match 2026–27 to Summer 2026/Fall 2026/Spring 2027, or 2027–28 to Summer 2027/Fall 2027/Spring 2028.
  3. 3
Create/use your WVSAM account, finish the emailed password setup, then My Applications → New → WV Invests Grant → Next. Complete the promissory note and requested verification before the term.
  4. 4
Read the written post-enrollment agreement and appeal procedure before accepting. Keep contact details current, complete exit/verification requests and check residency at the beginning, middle and end of the post-enrollment period. Ask about in-school deferment if still enrolled.

What to watch for

Unapproved fees, books, supplies and other course costs can remain payable. Other eligible grants/waivers are deducted first; this is not an unrestricted cash award.
The residency agreement can convert aid into a loan plus interest/collection fees if the obligation is unmet. Statute ties the two years to completion or enrollment ending, whichever is later; student guidance explains a six-month grace period and post-half-time verification. Confirm your actual trigger and agreement with the college.
Current law provides non-violation/deferment conditions including at-least-half-time further study, U.S. armed service and documented death/disability, plus council exceptions. Obtain the applicable procedure rather than assuming repayment or an exemption automatically.

The March 2026 state training update announces elimination of drug testing starting Summer 2026, and current eligibility law no longer lists that test. Do not apply an older flyer’s drug-test or obsolete attempted-credit limit; confirm current campus requirements.
