What it covers
Eligible students can receive last-dollar support up to in-district tuition, contact hours and mandatory fees at a Michigan community or Tribal college, generally for up to three years. Pell-eligible students may also receive a Michigan Achievement Bonus of up to $1,000 per academic year; the college calculates the package.

Income / financial rules
The community-college pathway has no income or SAI ceiling, but a complete FAFSA is still required. Pell eligibility is a separate condition for the bonus, and ordinary residency, enrollment and academic-progress rules still apply.

Who to check first
Complete a diploma, certificate of completion or high-school-equivalency certificate in 2023 or later and provide proof. The 2026–27 manual explicitly removes the requirement to graduate from a Michigan high school; Michigan residency is still required.

Application timing
File the current-year FAFSA and meet the entry window: enrollment must begin within 15 months of high-school/equivalency completion. For academic year 2026–27, the manual states August 6, 2027 as the final day to become eligible. The FAQ’s “no deadline” wording is not used to erase that year-specific rule; confirm the intended entry term and award year with the college.

Check your eligibility

Some items describe alternative routes rather than requirements for everyone. Use the route that applies to you as a preparation checklist; the program makes the eligibility decision.

How to apply

  1. 1
Choose a participating Michigan community/Tribal college and confirm district tuition, programme, full-time credit requirement and the 15-month entry window. Have the college check high-school/equivalency documentation, including home-school records where applicable.

  2. 2
Complete the current-year FAFSA and any required verification. There is no separate Michigan Achievement application. Once MI Student Aid receives the FAFSA, check eligibility in the MiSSG student portal and respond to college aid-office requests.

  3. 3
Ask the college to calculate the actual last-dollar amount, district-rate cap and any Pell-related bonus. Obtain a written balance for fees, books and other attendance costs; attending out of district can leave a tuition balance.

  4. 4
For renewal, complete FAFSA annually, maintain Michigan residency, remain undergraduate/full time and meet college SAP. Confirm remaining years before transfer; four-year or bachelor’s-level awards follow their separate pathway rules.

What to watch for

Out-of-district enrollment does not mean the full out-of-district bill is covered. The last-dollar award is capped at the applicable in-district tuition/contact-hour/mandatory-fee amount; the college must calculate it with other aid.

The public eligibility page still refers broadly to Michigan high-school graduates, but the 2026–27 manual expressly removes that graduation-location condition. Do not confuse graduation location with the separate Michigan-residency rule.

The FAQ says there is no application deadline; the current manual separately gives an award-year eligibility cutoff. Both still require the 15-month enrollment window. A missed entry window or an incomplete/verification-pending FAFSA needs college review, not an assumption of eligibility.

Community College Guarantee, the four-year scholarship and the Skills Scholarship have different rules. The manual prohibits simultaneous Skills Scholarship and Michigan Achievement Scholarship participation in the same term; confirm transfer and prior-award use with the institution.
